(this thing about 32b floats seems like a red herring to me. ![]() z-plane’s “TONART” library is their pitch-tracking solution.) it’s a realtime pitch shifting algorithm widely licensed in commercial audio software. The included ReaPitch plugin wraps several algorithms including soundtouch, rubberband and the various flavors of elastique. I’d look at Reaper, which is a great audio editor, free to try and cheap to buy.
